
The Coalition for Higher Ambition is calling on EU leaders to adopt a science-based and ambitious domestic climate target for 2040, in line with the latest scientific evidence and the recommendations of the European Scientific Advisory Board on Climate Change.
EiiF has signed a joint statement addressed to EU policymakers—including Prime Minister Mette Frederiksen (current EU Presidency), President of the European Parliament Roberta Metsola, environment ministers, and parliamentary group leaders—urging the adoption of:

A net domestic emissions reduction target of at least 90% by 2040 (relative to 1990 levels)

A 2035 NDC target of at least 72.5%, with some members advocating for even higher ambition (up to 94%)

Full implementation and overachievement of the 2030 EU climate targets as a credibility milestone
The statement warns that the inclusion of international carbon credits or excessive flexibility for Member States risks weakening the EU’s climate integrity and undermining the investment certainty that businesses and local governments need. The Coalition also highlights the need to:

Avoid integrating carbon credits into the EU ETS

Preserve national-level binding targets to support structural decarbonisation

Conduct a comprehensive assessment before integrating carbon dioxide removals (CDR) into the ETS

Maintain the Energy Efficiency First principle in EU climate law
The Coalition emphasizes that acting boldly now will not only prevent the worst impacts of the climate crisis but also deliver wide-ranging benefits—from job creation and energy security to improved public health and environmental resilience.
"An ambitious and stable EU framework is essential to empower cities, regions, and forward-looking companies to go further and faster," the statement reads. "We are confident that EU decision-makers will take this urgent call into account."
